On February 22, 2019, the Trump Administration announced that they will strip funding from any organizations that use abortion as a method of family planning. This means that places like Planned Parenthood will no longer receive federal aid under Title X.
This rule was proposed in May of 2018, but didn’t really gain much traction. Pro-choice groups call this the “domestic gag rule”. Title X is a federal grant that is dedicated specifically to family planning and other related health services. Meaning, Anyone regardless of their income and where they live can be provided with affordable contraceptive and basic health services.
What this means is that clinics will be able to inform patients of abortion, but they aren’t exactly allowed to refer them to somewhere they can get one. Not only this, but clinics will no longer have to inform patients period. This step was welcomed upon the pro-life community.
Where this leaves places like Planned Parenthood would mean that they would be unable to provide patients that are low-income with the services they need. They say that about 41 percent of their patients receive support from Title X, which could equal to over 4 million people.
However this isn’t the first time a Republican administration had something very similar. Back in 1988, Ronald Reagan made a decision to not only stop allowing clinics to refer abortions but even providing abortion as an option. Although, this was extensively challenged in the supreme court it was brought up again by the George H.W. Bush in 1991. But it wasn’t implemented since shortly after, Bill Clinton was brought into office in 1993 which ceased the conversation over this rule.
For Trump on the other hand, has been stepping it up on keeping his election promises. This ties into his assurance of his beloved wall, and the continued adoration from his supporters.
